Is there a way to calculate the minimum and maximum values of an item?
For example  if I make a gun and get 87% experimentation on max damage which comes to 345 and another at 54% that comes out at 280.
Is there a way to calculate from that what the minimum value and the capped value would be?
87% = 345
54% = 280
1% = ?
100% = ?

Well,
345  280 = 65
87  54 = 33
65/33 = 1.969696
so 1% will be close to that
13 * 1.969696 = 25.606048
so 100% is going to be close to 370
With only two values to work from you can only get a rough estimate. You can be certain that the server side numbers are using decimal places, out to at least 6. (we know this from schematics such as Crafting Stations that do report a value to us out to 6 decimal places). In your case the number being reported to you is a whole number that has to have been rounded or truncated. To get a more precise number you would need more data.
345  280 = 65
87  54 = 33
65/33 = 1.969696
so 1% will be close to that
13 * 1.969696 = 25.606048
