I put up a BE Tissue temeplate over on the EMU boards. You can find it in this thread.
After trying a few more contact email address I got in touch with the author of SWG Resource Tracker and was offered the source code to this program. Its going to take a lot of work to compile any changes.
My plans at this point are to:
Get SRT to complie
Change the URLs to support .orgs file structure
Move the URLs from the exe to an ini file so they can be updated by anyone
Work on adding features and fixing current issues
Sounds like you are either running the wrong exe, IE the original which looks for .com rather then the hex version that uses the .org exe. You might also check your firewall and anti virus to make sure they are not blocking SRT from the internet. If that is happening then you get a general error because it can't download the needed files.
This was one my favorite programs every! I wish it would work with Galaxy Harvester. The data here for the Bloodfin server is always a few days old and missing data.
Anyway I can import the data from Galaxy Harvester and use it on this program.

The data is imported from GH to here, so there should be no missing data. Do you have examples?
Right now trying to solve the issues with the Bloodfin_emu file resource download is 1KB. Tried this program on three computers so far and getting the same result. Turned off the anti-virus, software is ran as administrator.
When I look at the current resources here for Bloodfin I see only stuff that is 3days old and older, on the Galaxy Harvester
